Resources create potential. Capability determines how much of that potential becomes repeatable productive capacity.
Organisations with similar access to people, capital and technology can still produce very different outcomes because those resources are integrated, governed and renewed differently.
The better question is not simply what resources the organisation owns. It is what the organisation has become capable of doing repeatedly.
